Which says and -- dramatic difference between Iowa and Kansas.

Well obviously the size of the communities different forming. But I have 42 larger cities before so that that's not too different and the DeMulling area if feels a little bit like which -- I think what I've told a lot of people is I was surprised at how friendly the residents are here. People here in this community. I think and I've. My favorite phrases that we -- one foot in the midwest and one foot in the south southwest there's a certain hospitality. And I respect that you don't see in other parts of the country and it just an intuitive beer spiral into the biggest surprise ahead as oh what.

Warmer community it is a phone numbers three -- 643613. Thirty -- have a question or comment first of human nature. -- latent. We we lost it which was quite. Was played it yet and then. You you have to unanimous choice. No city.

Well I'm I'm real happy sick him on the fourth revoked. And I do so and that's what you want them over -- you. Well you get a -- you to council members -- ahead in the eyes and I I think we've got a good working relationship with mayor council -- I really enjoy. In them as individuals -- or as a group and a you know Michaels to try to make make it easier for them to make the right decisions for which got to get any second thoughts when you some of them. Did you think well we're human and getting into roof. And where was -- but I think it's fairly well documented in the eagle I took a period of time to -- to these brutal bit to visit more with the mayor and some of the council members to make sure in new world where I stood with them. What there -- concerns were and I thought I could address those concerns -- after the period time of reflection decided to common. It was an item that I can't explain it there was something about which -- that was the great draw I felt it was a wonderful. Career opportunity. But I also just like the field community I just felt this would be -- great political moment. I haven't been disappointed. Indenture hat in the ring in this how through it hadn't from right gift from him -- they recruited me and initially it's it wasn't really sure one pursue it and they call me a couple of times and I decided to do. New look good I I I I.

I must say just by looking at the outside and from time to time when this program -- fairly critical some things are going and local government and and it did it seems to be -- we talked earlier about to set. And slippery supporter because that has a different kind of a constitution but it seems to emulate that you've slipped into. Just like -- hand on the ground the media seems like that is have been a very good fit for which to. Well thank you it's I feel very comfortable on the position. With the organization. We hope that there's not a disaster every day. It did the best part about this job is that no one days the same as the in the one before our way in the day after. Did we. I have certain things that I do Mondays and me with my department with -- cabinet with my close staff on Miami with the department directors on Wednesday's. We have council meetings on Tuesdays but that other than that it's it's nonstop and it's small issues. Personnel issues as well as to dealing with. Development. Concerns that we have -- Every manager has a different approach and different priorities and so the last year I've been trying to. Learn from what's happened in the past. And those slowly introduce some changes in them trying to. Try to focus on the things that I think are important for the organization says is -- as a permanent minority job as I was -- was. and fun things and actually people. Right and our own -- banker Robert Lleyton has the distinction of being the last two guests. On this program after twenty years and put his impeachment referred remorse she -- and four months. Next Saturday will be in our last -- show lord willing. And will that do little reminiscing. At that time about the to to twenty years. -- it it seemed to me because I don't know anything about just fumble we have a we have a five member council and we have a a full time here. And so and then we have you here we have a city manager how does that work -- that. -- the power structure organizer there.

It's bulls as the six member council session and it hasn't and there and the winner who votes so. Well it's in the city manager of model was actually built. Around private sector model also do you think of Mary council as the board of directors of the corporation. They set the direction for this city that they'd. They do when I call it heavy lifting. It's my job than this services CEO. And to bring to them the recommendations on policy to more importantly make sure that day to day activities in the city your carry out. In a way that's consistent with their policy so you know the power really words resides and and our former government with the mayor and council.

Will there be a temptation none out situation attorney doesn't in this particular case but in just that's sort of organization there for the lions get a little blurred. And for. The mayor to. Want to be the manager and in some respects and maybe the manager to be --

Well then I'm blessed I I have a merry council I don't wanna get into the day today. And they understand that the most important and make -- do lose is to to read the community to determine was the best intrusive of the public and and and a 2.2. Basically rely on staff that do to move. To move the organization forward and do you know and do what they knew they believe is right for the community. I know -- you know like eat it can be a problem our business but it isn't here in Wichita and -- only -- reasons way. Enjoyed coming here council is very clear in their expectations for the city manager. As an as a former outsider and you come in here what you see this strings in which it's. Well. Obviously. Our strengths or weaknesses to our manufacturing base the aviation. Industry has really helped to shape the news this community. They have done a lot and I -- this is served as benefactors as well. Terms of moving the community forward you know and had some vision people like Russ -- you don't have people like that very often in the city. But at the same time we know were vulnerable to to the changes in an industry and we're going through that are now home to 2000 people are out of work. We know the impact that can have them on. The resources and really push us hard. The city level we hope people give back to work or help them until they get to work -- them. What happens to told the services that we provide when our tax bases basically frozen restarting about him. But so that's you know that's kind of longing answered that question but. Some -- I I think our people our assets there's no doubt about it great work ethic. And commandment to the community. I generally I think fairly positive if you don't -- opinion line. Yeah and you can continue to you know yes about how I'm amazed whenever I go to the store people walk up two million. Talk about usually very positive things about the city and if there's something they'd like -- to look at its. It's. Pretty simple I don't have too many yeah mean spirited folks that I come across any day.

there's a there's a lot to like I don't go to places and and including a group of overseas Livni and for a couple years. Traveled extensively. Which started. We just on the water -- just before we went that went into the break another what 15% interest. Right I always has.

Recommendation we I'd also recommend the counselor we have bringing. And engineering firm in to review what we've done and -- before we bring to council final recommendation on rates were one have a report from the -- that was necessary because -- play well the and there are several reasons but I I think the one that I was most concerned about was. We head designed a program called the -- or storage and recovery in order put water underground for distortion to ensure that we have. Clean drinking water through at least 2050. It's an expensive programs start out at 250 million dollars most recent a smoltz 500 million dollars. But it was based on some assumptions on consumption and consumption has been down significantly over last three years lot of had to do with what whether. But. We also think that -- had to do with the downturn in the economy and significant drop in industrial use. As well as what I think is possibly ongoing. Conservation by our residents partly because of the price water. And I don't think we did a very good job of predicting. Those downturns in revenue in water use and we needed some outside help to figure out what -- next up is. And so. If whether or not the program that we talked about this proper storage is sustainable. If this so and then if to conform with -- what you see and if the usage to his back up if we don't have anywhere where there in the industry look folks who objected to using what are the oppressed them again. And that's a good question I don't know if it'll come down and it'll probably stabilizing will reduce the need for significant increases in the future. And that and that's stole the whole deal right now if you look at it's a stair stepping increase probably for the next ten years. Because you're doing a long term. Capital project and one that's very expensive. What we've tried to do is is what we call back lord our debt so that the people who will be benefiting from the storage of that water twenty years down the road to -- radio higher percentage of the cost but we you and I still have to pay some of those initial cost. -- put treatment plan and then he gets some of them the pipe underground. It's not an easy issue and it's one that's you can't handle it and a 32 sound bite and so for that reason people just. Get upset with the increased cost and.

Well you're relatively young man then you have a good salary and you were very very very bright future but there's homeless of them on fixed income. And or getting press from new a lot of different sides. And so 50% increase in. Water is significant. And ignorant in the day that the food prices have have jumped and jumped up. And and let of that about it I must say the one thing about it after all companies and when you turn around tapped. Water runs out right and it's -- drinkable.

And I think we're we after recognizes that weren't unique situation here in Wichita. We have salt moving towards our groundwater in effect it's into the dock for a gets indoor water supplies. Wagon would then our costs are gonna go up significantly and and we can't take care of that we can't keep that soul plume for moving into our water supply. Then 15%. Really kind of pails in comparison to what our increases could be needed to treat -- so console to.

Don't touch turns us a little little also about what I think is the most remarkable thing that I've ever read he Jimenez and somehow our air here. In addition to pollution she's standards try and after yesterday. It is an -- error. It's Oklahoma's there that's correct I mean -- and so emotional and so what kind of a dealers and what's the government trying to do to listen up Craig's been holding for awhile. -- welcome Craig Craig good morning here on the radio with thumb Bob Layton city manager I Greg.

Lori -- is that it. Of course been -- the media thing here it's an elliptical and help and help. But we didn't think the public this probably the problem. Earlier -- up of 43000. Plus people and -- availability of information on the Internet and the resources like the other big thanks it would have an issue in places like that I wonder why here we saw them says it's a substantial amount of money. -- told them which. Many many times end -- telling us things we probably -- ourselves and they'd be. Beautiful watch it I don't understand our. Some custard but I heard used to this morning -- until then got a lot of experience and exposure and a lot of resources to gone. A lot what is the philosophy of this city spinning disks from Miami all the outside consultants. The try to solve. These problems that we.

It could -- good question Craig can agree that's a great question I'm glad you arrested it. I think everybody has and my business may have a little different approach com. My approaches you only bring in a consultant Wayne Newton and need a special expertise. That you don't have -- house and that actually would be too expensive and expensive house. In your organization on a regular basis -- in this case I was in new. To to the organization. We had some assumptions that were made that I questioned and I didn't believe that we had the capability. In the organization or frankly from some of the consultants -- had been. Designing the project I want somebody independent who could give me an answer that I could trust in the community could -- stand. You know again when I'm looking view and I'm looking at the possibility of recommending that council 13% increase in him another increased next year. I don't take that lightly and I don't think you should and if I don't believe that we have their expertise and -- it will purchase that outside. I have -- In the last year. Told staff on some projects that they wanted to to farm out. That I wanted to do keep those in house and use the people that we had our staff to stretch do we eliminated under positions last year. But nevertheless we do have some great professionals in the organization and I agree if weaken take advantage of their expertise. And maybe he'll take -- little longer to do the work but we will get it done. And I. A cassette side a only do real special expertise or -- workload issues that we can and address on our own outside engineering. Is a good example that a war we have some projects designed only so that we can get it done in the time for the public wants us to this thing has trade.

Well it is thought that. We have probably a -- competitive alternative that we could even saves them money and build locally and and some the good work. It looked like US army would have some pretty good. They courses here the local community just this sort same kind of like gesture. -- front and let me help team and helping somebody and some other part of that state you tell him what charges that everybody here. It just didn't answer my question you didn't hear what what.

I guess Craig thanks and as things stood for listeners -- good question tonight I that's the same question. Shine and -- your -- on the radio with a -- blatant.

Protecting affect my culprit it John. Won't. Are there rested in saying that there are ground ground through Wichita. End. Kind of wondered what what -- your thoughts on matter wore him. Analyst mark and -- you look along what was that study is -- dollar advantage which started -- Amkor arm. Thanks -- thank game. There -- sure you want to lift --

An initiative. Going back about a minute rampage John great question also on. That's so warm we're fairly cautious on the issue of Amtrak running through Wichita. We will be great for the economy we know that but at the same time it's expensive proposition. There are capital classical within and then unfortunately Amtrak is subsidized all through the country. And I a I'm not sure that state Kansas. City which -- that was possible. Or the federal government will be in a position. In the near future to be able to us to provide subsidies necessary to bring rail through -- your -- which to. But the mayor and council are supportive of continued. Exploration and will look continue to work with other communities -- that line. -- among other things that I enjoy about working in Europe is that the trains. Budget much denser population. And by and large a little shorter distances to ago. And so Emeka a lot of censored but they're not they're not cheap to them. And chief operating battle and public subsidies pretty substantial Europe as well very much so. I listen bestseller -- pollution thing how is it possible with the wind we have here the weight of his races we have here that we may be violating. EPA's. Pollution. Well it's unfortunately the prevailing winds as that will bring -- the smoke from prairie Bernie. And agricultural burning and our community. Our baseline. Data shows that we don't have a pollution problem just from our every day. Activities however the burning them won't put -- over two days. EPA standards and more importantly more stringent standards -- will be implemented here in the very near future. And so all you need -- couple bad burning days and we'll throw us and a non compliance. What we you have tried to do is start the public if we can do some things locally on our own to reduce. Our emissions if we can -- more conscious about car pulling WV. More careful about when we cut our grass for instance income in the evenings instead of during the day. That there are other things we can do to reduce those emissions and then even with the the prevailing winds bring in the -- in from primarily from the prairie. You know maybe we can diverted away you know on him guardedly optimistic put. Without a lot of aggressive actions we're going to be forced in non compliance in this community will not like the impact of that organ and mandatory. Pollution. Inspections for vehicles. And some of the things or manufacture.

Collective impact of a lot of things the federal government decision is doing just affect frankly I think they're overstepping their bounds and into states are finally maybe starting to stand up for themselves little bit like Arizona didn't anchor wrote recently in and his and his emotions. But that's -- is kind of a different as a side issue but. For Wichita Kansas to have -- air pollution -- their problem to me that just doesn't mean it just doesn't compute. Still one more quick call before we go to break and in coming up on -- of the Warren theater for -- hi Randy you're on the radio with Bob blatant.

A got a question on the water department. You charge a 20%. Up charge. Under water billing for the city residents and at least -- 60% up charge for -- water restriction against the water from the city water where's that money go to automatic teller for.

Yeah yes that that goes into supporting operating chapel expenses and added it is accounted for. We do extend -- there is a cost of course with serving rural water districts and communities outside of Wichita. And we have to pay for the infrastructure to get those lines out there. But he and to be honest with you were looking at the entire rate structure and we wanna do what's fair we. I believe that we are the regional water supplier in and it would there's a responsibility goes with that as part of this whole issue. The mayor is appointed a committee our task force. That watch our activities for the next year. And rule -- make recommendations on what they think is a fair and equitable way of -- distributing the cost for water across the region.

general coming out vigorously what you -- notebooks landfill. The money that was generated was almost impossible to Trace where that money was used. Menu -- up for the post closure fund requirement. And I think the same thing with with the water that information be more transparency on where that money -- And why every time a water bridge do you got I have an 8% or 13% increase when you're making this 40% profit. You know aside this would wouldn't you know that's that you do a little bit more to make that a -- in public and ensure that. We'll look for whatever program has been. Yes potential victim of the cuts but you know there's that talk comes up every year. And I think when you look at the payback in the amount of money it's actually generated for the state. It's a -- it would be a very shortsighted. Cut because would wind up to reducing their revenues even more -- this because of the drop in passengers who is that a possibility that they might -- while we sure hope not on there who has been a little -- discussion to speak -- it had nothing with traction at this point which -- to have a -- in division -- we do we have intergovernmental person who and those those state and federal as -- those who -- through the water -- can handle -- and -- on issues like that. In general Andrew Wilson to do it -- with city and your government. During the name of the actor in the name of the movie Jeff played that once more.

Editorial I was standing just -- distinguished record one must ask the question wouldn't be on the bench if you would not warm up and there.

He meant that you think you know the name of the actor in the name in the movie you can comes 3164361330. In new car right now configured in here. And get on the air with the right answer before we go off here. One in -- home because a couple of tickets -- to the yeah or theater. -- we touched on economic development a little bit early on when the -- aviation marine business and so forth when he was talking a bit about that.

Well the would this have been interesting. A year in terms of the projects that have come from the city and as I have to work with the mayor and councilwoman things we've have talked about is a need for -- an overhaul of our economic development policy what is it they're. You know a lot of times people in the community ask why is -- you you why you in the giveaway business what would you doing to communal. In terms of providing tax abatement or some incentives for businesses and so. What we're trying to do is provide a framework for the council and the mayor and the community down. And income and we're gonna have a new policy from the council within the next few months but. The principles that we're trying to follow and this is what I worry I think usually holds accountable make sure that when we bring a project forward that. We are following these principles for solar has to be a public policy served. By the city's involvement in a project in memory in that should be clearly delineated. Second of all their needs to be a return on investment to the city of we have an incentive we have to show that we're gonna have a positive return. To our residence that our tax base will actually grow. As a result of that and then there has to be a gap we had a lot of programs where. Developer can get and sent him almost by Wright and cultural programs and I. One of the things as a council consider is that if we have this gap. That that would the only time that we get involved in other words the project will -- move forward if it wasn't for some type of public assistance and I said. As I said earlier the public assistance and has to have a payback so that. That's the resonance that are benefiting not just this.

And has -- economic development is seems to be there are left that we sometimes you view this in a bubble as if though. If we didn't do something it wouldn't ever happened. But there's lot of competition is there a from tremendous decision states tremendous and and so those super group promote them laissez Faire approach and that we not get involved at all. Unfortunately if that's nice to say from the sidelines and on for them but I don't believe that will be competitive. We have too many companies in town who have serious alternatives and I I think we really need to be scared of not just cities in this country but. We need to look at other countries Mexico's developing a very vibrant. Aviation industry and -- end. They are aggressive in pursuing the cut some of the companies that are based right here in which -- we have to to address. This we -- have Kevin and I got in her first take Kevin good morning Maria.
