Syracuse university and earned a bachelor's degree in public administration from Drake university in Andy's a member of all sorts of I flew -- compelling. Organizations that would be related to that business he became which city manager in February 2. He reports to a seven members City Council got an open and he oversees 3100. Well obviously the size of the communities different forming. But I have 42 larger cities before so that that's not too different and the DeMulling area if feels a little bit like which -- I think what I've told a lot of people is I was surprised at how friendly the residents are here. People here in this community. I think and I've. My favorite phrases that we -- one foot in the midwest and one foot in the south southwest there's a certain hospitality. And I respect that you don't see in other parts of the country and it just an intuitive beer spiral into the biggest surprise ahead as oh what.

It was an item that I can't explain it there was something about which -- that was the great draw I felt it was a wonderful. Career opportunity. But I also just like the field community I just felt this would be -- great political moment. I haven't been disappointed. We have council meetings on Tuesdays but that other than that it's it's nonstop and it's small issues. Personnel issues as well as to dealing with. Development. Concerns that we have -- Every manager has a different approach and different priorities and so the last year I've been trying to. Learn from what's happened in the past. And those slowly introduce some changes in them trying to. Try to focus on the things that I think are important for the organization says is -- as a permanent minority job as I was -- was. He had it is -- I've told people -- as part of this job has been learning to get by on par five hours of sleep and I'm working on that now.

Around private sector model also do you think of Mary council as the board of directors of the corporation. They set the direction for this city that they'd. They do when I call it heavy lifting. It's my job than this services CEO. And to bring to them the recommendations on policy to more importantly make sure that day to day activities in the city your carry out. In a way that's consistent with their policy so you know the power really words resides and and our former government with the mayor and council.
Will there be a temptation none out situation attorney doesn't in this particular case but in just that's sort of organization there for the lions get a little blurred. And for. The mayor to. Want to be the manager and in some respects and maybe the manager to be --
Well then I'm blessed I I have a merry council I don't wanna get into the day today. And they understand that the most important and make -- do lose is to to read the community to determine was the best intrusive of the public and and and a 2.2. Basically rely on staff that do to move. To move the organization forward and do you know and do what they knew they believe is right for the community. I know -- you know like eat it can be a problem our business but it isn't here in Wichita and -- only -- reasons way. Enjoyed coming here council is very clear in their expectations for the city manager. As an as a former outsider and you come in here what you see this strings in which it's. Well. Obviously. Our strengths or weaknesses to our manufacturing base the aviation. Industry has really helped to shape the news this community. They have done a lot and I -- this is served as benefactors as well. Terms of moving the community forward you know and had some vision people like Russ -- you don't have people like that very often in the city. But at the same time we know were vulnerable to to the changes in an industry and we're going through that are now home to 2000 people are out of work. We know the impact that can have them on. The resources and really push us hard. The city level we hope people give back to work or help them until they get to work -- them. What happens to told the services that we provide when our tax bases basically frozen restarting about him. But so that's you know that's kind of longing answered that question but. Some -- I I think our people our assets there's no doubt about it great work ethic. And commandment to the community. I generally I think fairly positive if you don't -- opinion line. Yeah and you can continue to you know yes about how I'm amazed whenever I go to the store people walk up two million. Talk about usually very positive things about the city and if there's something they'd like -- to look at its. It's. Pretty simple I don't have too many yeah mean spirited folks that I come across any day.
there's a there's a lot to like I don't go to places and and including a group of overseas Livni and for a couple years. Traveled extensively. We head designed a program called the -- or storage and recovery in order put water underground for distortion to ensure that we have. Clean drinking water through at least 2050. It's an expensive programs start out at 250 million dollars most recent a smoltz 500 million dollars. But it was based on some assumptions on consumption and consumption has been down significantly over last three years lot of had to do with what whether. But. We also think that -- had to do with the downturn in the economy and significant drop in industrial use. As well as what I think is possibly ongoing. Conservation by our residents partly because of the price water. And I don't think we did a very good job of predicting. Those downturns in revenue in water use and we needed some outside help to figure out what -- next up is. And so. If whether or not the program that we talked about this proper storage is sustainable. If this so and then if to conform with -- what you see and if the usage to his back up if we don't have anywhere where there in the industry look folks who objected to using what are the oppressed them again. And that's a good question I don't know if it'll come down and it'll probably stabilizing will reduce the need for significant increases in the future. And that and that's stole the whole deal right now if you look at it's a stair stepping increase probably for the next ten years. Because you're doing a long term. Capital project and one that's very expensive. What we've tried to do is is what we call back lord our debt so that the people who will be benefiting from the storage of that water twenty years down the road to -- radio higher percentage of the cost but we you and I still have to pay some of those initial cost. -- put treatment plan and then he gets some of them the pipe underground. It's not an easy issue and it's one that's you can't handle it and a 32 sound bite and so for that reason people just. Get upset with the increased cost and.
Well you're relatively young man then you have a good salary and you were very very very bright future but there's homeless of them on fixed income. And or getting press from new a lot of different sides. And so 50% increase in. Water is significant. And ignorant in the day that the food prices have have jumped and jumped up. And and let of that about it I must say the one thing about it after all companies and when you turn around tapped. Water runs out right and it's -- drinkable.
And I think we're we after recognizes that weren't unique situation here in Wichita. We have salt moving towards our groundwater in effect it's into the dock for a gets indoor water supplies. Wagon would then our costs are gonna go up significantly and and we can't take care of that we can't keep that soul plume for moving into our water supply. Then 15%. Really kind of pails in comparison to what our increases could be needed to treat -- so console to.

In your organization on a regular basis -- in this case I was in new. To to the organization. We had some assumptions that were made that I questioned and I didn't believe that we had the capability. In the organization or frankly from some of the consultants -- had been. Designing the project I want somebody independent who could give me an answer that I could trust in the community could -- stand. You know again when I'm looking view and I'm looking at the possibility of recommending that council 13% increase in him another increased next year. I don't take that lightly and I don't think you should and if I don't believe that we have their expertise and -- it will purchase that outside. I have -- In the last year. Told staff on some projects that they wanted to to farm out. That I wanted to do keep those in house and use the people that we had our staff to stretch do we eliminated under positions last year. But nevertheless we do have some great professionals in the organization and I agree if weaken take advantage of their expertise. And maybe he'll take -- little longer to do the work but we will get it done. And I. A cassette side a only do real special expertise or -- workload issues that we can and address on our own outside engineering. Is a good example that a war we have some projects designed only so that we can get it done in the time for the public wants us to this thing has trade.
Well it is thought that. We have probably a -- competitive alternative that we could even saves them money and build locally and and some the good work. It looked like US army would have some pretty good. We will be great for the economy we know that but at the same time it's expensive proposition. There are capital classical within and then unfortunately Amtrak is subsidized all through the country. And I a I'm not sure that state Kansas. City which -- that was possible. Or the federal government will be in a position. In the near future to be able to us to provide subsidies necessary to bring rail through -- your -- which to. But the mayor and council are supportive of continued. Exploration and will look continue to work with other communities -- that line. -- among other things that I enjoy about working in Europe is that the trains. Budget much denser population. And by and large a little shorter distances to ago. And so Emeka a lot of censored but they're not they're not cheap to them. And chief operating battle and public subsidies pretty substantial Europe as well very much so. I listen bestseller -- pollution thing how is it possible with the wind we have here the weight of his races we have here that we may be violating. EPA's. Pollution. Well it's unfortunately the prevailing winds as that will bring -- the smoke from prairie Bernie. And agricultural burning and our community. Our baseline. Data shows that we don't have a pollution problem just from our every day. Activities however the burning them won't put -- over two days. EPA standards and more importantly more stringent standards -- will be implemented here in the very near future.
