Welcome back the trailer M radio program is about many of the fun -- interest in people. Right and our own flesh and everybody cured we're one of the more interest in one's whole front of this program I was doing I say old -- moment and hasn't. Wrong wrong to have -- connotation means that. Just doesn't mean the guest is old it just means that you've been on the program before. And when you were to Kansas taxpayers network network. And so now we were the board chairman of surgery Kennedy. A commission. Delicious does is die right in your -- talk about the thing that that are in the news and by the way if you wanna get in here -- your chance now. To speak directly to the board chairman of the -- county commission. Carl Peter Jennings have a question -- a company respectfully. Respectful question or comment. I would hope. I'm -- from which you -- Kennedy's interest makes permanent a sales tax money for staff time and that has been controversial what is that'll.
Well. The oversight committees it was established to look -- sales tax. Spending for the news for the arena and as well as spending at the Brazilians because the original ballot question covered both items. Split five to five as to whether. Staff time should be included turn on and that came up in front of the county commission last week and we voted three to two. To use a broader definition which I supported. There's the promise that was made in 2004 was that gives us an arena and any spending that came from natsios -- would be used. Four. The arena and the pavilions out of Kansas coliseum and my commitment to the voters was that. No property tax money would be used for read through those two things and I'm standing by the promise and of voters like it fine if they don't like it. My name I'm planning to run for reelection in 2012. If things don't change and a and they can take it down on me one way or the other at that time so -- opposition to of your colleagues and voted against this but was their position. Well they want and more during narrow definition on the spending and it's frankly a close calls let's it's finance stricter. Presentation in front of the commission last Wednesday said it was not a black and white area and I think it's an area were. Reasonable people when you get into details concerning. Cost accounting. I think in their.
So what it would ineffective is if I understand it. Is that you took some money from the counter was generated by the one cent sales tax which has since been discontinued. Which was to build the downtown arena and was two. Provide some maintenance and some continuation of the Kansas coliseum. And you transfer that over went into the general fund yes to pay for staff time. To pay for the staff who is dedicated her and Carter and full two. These are spending on the arena and the pavilions so when the person I've heard that current on the Carl Peter John by the way if you just joins us. Board chairman senator county commission. Is about those people. You were not hired for this right -- they already there.
Polio you know they work -- in terms of what sort of work. They were doing. We've had a lot of people spending a lot of time to try and make that project a success. I frankly -- find this whole thing rather. Mystifying is an issue because we've got much larger issues that I can think of and frankly much larger issues with -- earlier on. The original projections for the downtown arena which I'm very committed to making a success now. Talked about spending between 75 and eighty million dollars we ended up spending more like a 140 million. I'd be more concerned about that in effect from an accounting point of view we basically took. Slick I've got a twenty dollar bill in my pocket -- taken out of his pocket and then move it over put in the other park.
The most discussion I hear that Panama -- the man on the street for what is worth I don't hear anything about a slew of a sudden money situation. But what I hear about the New Orleans Assisi the procedure to small.
Well I had nothing to do with that title occurred before I joined. I've I've heard some people who expressed concerns about it. -- vendors. To the arena a number of times most recently for thunder hockey game and to seeding their I think is larger and and more comfortable -- some of the other venues have been to in town. Having said that as everyone going to be satisfied no I'm I think there will be some folks who won't. There it there is some variation in terms -- so there are some larger seats available but. There was a decision was made. Several years before a joint commission in January 2009 so. -- that's. That's that's history on that point.
Carl Peter Jones are specially studio guest -- on board chairman of the city and county commission. Now here's what happens with our listeners -- you know communal houses human on the radio enough for everybody waits until less importantly shows and over and they all wanna start calling. So if you have a question or comment now would be good time because -- open wounds -- now 316436. Thirteen terriers are telephone number I mentioned earlier than somebody in -- and you've gone over to the dark side. -- How how he was this your purse first they elected office.
In terms elected office. By and served on the citizens' participation organization it was a municipal elected office. Back in the eighty's and ninety's and then they've now become damp boards -- not to. But that was a volunteer position it's it's like school board in the sense that wasn't paid but my name was on a regular election ballot now. I -- was elected to that position many many years ago so looking back when your experience with Kansas taxpayers network. -- and as as to where you are now is that there is a jogger now. More or less difficult more challenging is that what you thought it would be. Well in some ways. Is more challenging in some ways. Occasionally less challenging its its more interest saying and a I've been a lot busier than I thought it would be because. There. Have been a wide variety of issues we've got to fireworks issue coming up as to whether we should. Changed his current county ordinance and position and use of fireworks. That's coming up next Wednesday. And issued Tuesday concerning the zoo and counting. Provides a large amount of funding for the central counties to and question about the elephants and so. They have been a lot of issues that came up to just mention those two. He -- those came up when I was -- candidate 2000. Through 643613. Theory is our telephone number you mentioned early on to remove -- of arena situation that you had bigger issues like. Like for example the start talking about some bigger issues well the biggest issue I think is how we get this economy moving again and and -- we're counting and how we. Can start growing our economy and what sort of growth model we wanna follow especially at a time when there's a lot of challenges going on up into -- and Washington. That could have a huge impact I think on every one of the 482000. People appearance -- and but what can you realistically do. Well I think there's a number of things that we can do we we lowered the middle of July this year and cut back spending so were a little bit under 400 million dollars which. There's a significant amount of money -- accounting has about 3000 employees and we provide a whole. Host of services and and activities here in central counties it to and were facing a challenge that. Taxable assessed valuation is not growing the way it has in past years and that could make it a lot tougher if each mill property text put in place generates less money isn't and hasn't passed chain.
I had I mean I had to sheriff on the show some. Weeks ago. Very nice guy as -- matter for the first time -- met him fortunately for perfect for me I never met him in any professional capacity. But -- invited -- to show primarily because I saw on television I was shocked final decision can number one on an airplane. And then I was really stunned to find out just not an airplane made which it. And when we have 151000 or so unemployed aircraft workers. How do you explain surgery county. Owning and operating an airplane not made in such accounting.
That's an interesting factor and ensure for a I'm sure. He was elected at same time I was in -- that plane was in place before he assumed office just like it was before I assumed office until -- his. Response to that question -- and that's what he did but it will need to be replaced says someday and wouldn't make sense. The we have. We're where they are capital the world if we have Wichita major point. Now it says that is truly ironic I did not realize that it had been made elsewhere but the image Obama.
And and who will -- holding for awhile he -- good morning thank you for calling here on the radio with the second kind of board chairman Carl Peterson Peter John Peter John I'm sorry that's why do this I know I'm before it is over would be calling you Perkins because I work for a company -- of Perkins diesel engine. And will be Perkins before does that work well I'm very sorry Carl Peter John. A Wilbert good morning.
Good morning. Kind of followed the news reports on Karl for whole number of years -- with the taxpayers. Association. Allies he's a board chairman has it become a commission. I don't live in Wichita. Always admired him and I still admire today. They'll say that there's this -- Carl Peter Jones that's also wrong with me thank you.
All right we'll take -- thank you appreciate the appreciate the kind comment that -- it was the Kansas taxpayers network and that was folded into Americans for prosperity and continues. Work in the battles that Kansas taxpayers network was involved in -- when I was there and very fond of Americans for prosperity -- on tags -- good friend who had to go up here in Kansas and I wish them well. Well where you still there. And he's gonna say had a Jim real quick before we go the next break 31643613. Threes or telephone number especially in studio guests I apologize again it wouldn't matter gear here. Carl Peter Johns are special and studio guest board chairman of the Cedric and the commission. --
Call I appreciate again your work to do done in the past. And and manager. And on the other side so to speak. It's it's it's seems like it's easy and -- I've watched people over time. Once they do it on the other side that the staff by the bureaucrats seem to get to them a little bit. Maybe just have more understanding I don't know which then maybe. As far as convincing -- that. What they do is -- an awful lot. And that brings this issue that just came out of funding them which is that in essence what we're doing with this. Transferring money over to the general fund. Comes to. And and justifying the funding of them for whatever reason we're doing it and counting. Mumbo Jumbo would sit there and get used to the details that you made decisions based on this and I respect that. My question really has to do with generally that whole concept. Of of the bureaucratic seeding system as I call it. And what are we doing at the county level because most of us small businesspeople. When we had to cut back it was just cutting our budget. With having to lay people off which was not nicely what we wanted to do here but we did it. How many of those 3000 employees. And we laid off. During this time and what do we anticipate. In the future and having to do that.
thanks thank you wells -- approach your question a couple different ways I am. And it's it was interest in gene because back in 2008. Some of so many people talked to the election I was involved in for county commissioner that I would be elected to the commissioner for some to accounting and I am just. A commissioner and even though I have the privilege of being chairman for 2010. It takes three votes. And three out of the five of us have to agree on anything. To make policy and of course all governmental bodies to varying degrees after relying upon the information that they get from their full time staff now. We get to counting level I have the advantage that. Unlike the legislature for instance. They're working full time and and definitely turn put in at least forty hours a week. More on on behalf of central county taxpayers. And the question there really was before this was put property taxpayer money money be used to pay for staff were involved in doing work on the arena. Or would sales tax money be used to pay for staff involved and work on the arena. And I have my position and amendment and I had two other colleagues agree with me on this subject mr. parks and -- timer. Took the position that they would be much better to have. In broad definition on sales tax be used rather than. And any chance of property tax funds would be there which would have violated the promise that was made to the voters in the 2004 election and I'm just trying to keep the commitment tonight. -- was made I was very active in the campaign and stand Buckeyes stood by my position and and I stand by now the voters wanna -- it and we have had no I'm gonna do my darnedest to make it work.
Marie carpenter John George Bush and show you guest says Stewart -- sure my normal as the later take another break here. And we've got back 31643613. -- or telephone number. Carl Peter John and I'll be back right after this.

Through Americans for prosperity we've merged the two organizations together and at the end of 2008 and beginning in 2009 and so. If you look for Americans for prosperity here in Kansas is that that that's. What put they have they absorb Kansas taxpayers network back to that in any relationship for the two parties. Well I think they've. I know their people with Americans for prosperity are active and Tea Party movement. But I don't know if there's a formal connection or not that's a good question.

Oh good morning and sort it all I'd like to -- Also contrary I think girls -- great job and I'm a little bias does not -- and -- girls campaign of yours because so as an -- that in. Or disclosure. Regarding the arena. Access issued at one point -- soon to be two point six dollars. And maybe curled up right person answer this question says he's involved in the database management and ways that the fact that. County employees were able to work -- one point six point six million dollars without having daddy staff. -- and inspectors lack. They'll all elements that were --
good question -- it is a good question bomb and I'd point out that. The responsibilities have been shuffled around in terms of what was going to be done and and points -- the fact -- for instance the pavilions originally been scheduled to have nine million dollar spent on them and we've spent actually. According to terms of actual money spent after the vote was held in 2004 was about four and a half million. And in a million and half an earlier costs were also allocated to pavilions which really. Didn't do anything for the -- for those facilities. And Chris I mentioned earlier the increase spending for the arena itself and its success of that arena is going to be dependent upon. Whether we get. Good attendance for the events are coming to town and the contract to. Such -- has with this MG that manages the interest bank arena. Basically. This is for. Almost six years and the first four the first part of the profit if any goes to this NG. And I believe it's 450000. Dollars a second part we're -- accounting and and anything beyond that would be split but. We'll have to see how things ago I'm very interested in monitoring the financial performance of both the interest anchoring as well as the pavilions and and I wanna try and make sure that we keep the promise that was made to the voters in 2004 that no property tax money would be spent at the yeah. Interest anchoring and I'm all for that because -- over taxes are too high enough. And driven people that are just can't can't afford their homes anymore well people have been laid off turn a tough position at this point in time and yeah it's true across the country I mean. The official unemployment rate supposedly is just under 10% but. You talk about people who are working part time and so on there are some folks their estimates out there -- fifteen to 20% in terms of people who. I've given up trying to find work and or working part timer. And can't find full time employment change will read it and my mom's question I think was there was a government has all these people -- suddenly -- able to devote full time to Serena. And they must've been done something before an mound and must be doing something else again right here is why don't. We've got. We've got a number responsibilities that county employees probably been dedicated most of this area is Ron holt is an assistant county manager and he's got responsibility for. And number. Parts of central county government including not only is the zoo which is a period of discussion because of the controversy over. The -- on today's front page of today's newspaper as well is. Exploration place and other accounting functions too he also over as as folks who handle public safety report to him. So to what degree we've pre allocated. People within. Normal operations in terms of what they can and can't do and that's one of the challenges in terms of operating in the public sector versus the private sector. We don't have the feedback mechanism that the private sector. Needs and enjoys and provides an incentive for our efficiency. Sean has been holding for a long time shot under morning on the radio where -- fellow pro Peter John.

Keep people -- Branch. Flood insurance. And is that not enough you got it. Well -- run in fact Barbara appreciate your show's opening of.
Thank you Sean Sean those are three very interest to questions of me take the last part first on the big ditch because. When I joined the commission idea and pleasant surprise of discovering that FEMA has changed the rules on. Flood. And I'm. Flood maintenance and taken over some of the responsibilities that have traditionally been with the corps of engineers and we're in the recertification. Process and were one of the first. Entities around the country that oversee a flood protection devices for their community that's going through this new process that the federal government has imposed and mandated onto -- and last year we had to come up with four million dollars in the city of Wichita also had to come up with four million dollars. Eight million to go through this process of recertification. And the efforts in place to trying to prevent. What Sean was concerned about from happening because they're a lot of people who live in this community. So most of whom are in Wichita but so I believe there's some who are -- who do not. Fit me if we don't get this recertification down by the time the feds -- in place. May have to. With -- theory have to buy flood insurance now I don't think that's going to happen and everyone opposed to city and county level working hard to make sure it does not happen. And I think we're on schedule to be able to get that recertification in place of that there would not be a need for. Anyone have to buy flood insurance. On this but it did eight million dollars does hurt especially at this point in time.
